All-Heart Home Health was founded in 2006 by it's current CEO and Administrator, Nenet Ibay, RN, BSN– who is locally known as a passionate and dedicated Registered Nurse with more than 28 years of combined experience in skilled nursing, home health, and intensive care.

Since the agency's launch in 2006, All-Heart Home Health and Hospice has rapidly grown both in size and success - achieving recognition as a Top Home Health Agency in America¹ for three consecutive years, and ranking among the top Medicare home health quality outcomes in the Tidewater area for all 4 years of business, and in the Top 10 percent nationally² in 2010.
